Sandbox update

A couple fixes on the sandbox this week:

• Fixed the character encoding bug that was showing ?'s for special characters (Issue 306).
  
• Added support for message bundle fallback.
  

Also, we pushed a fix for supporting HTML in email messages sent from www.orkut.com. This fixes HTML support for messages emailed to users, but does not address the messages shown on the Messages.aspx page.
